... Clearly, winter drivers there are not as versed as in Ohio, and this may be the reasoning behind the law; chains are a preventative measure for disastrous road pile-ups. On Tuesday in Northeast Ohio snow depths reached up to 10 inches. Cleveland averages 68.1 inches of snow every year, and Chardon is the snowiest city in Ohio averaging 107 inches of snow. Yet there are  no laws requiring Ohioans to put on chains to travel during snowy or icy conditions, just that studded snow tires are allowed only from Nov. 1 through April 15 of the succeeding year.
