The child, Winston Ramey, is described as a white male, one-foot tall, 32 lbs., with brown hair and brown eyes. He is believed to have been taken by his father, 27-year-old James Christopher Ramey, from Delta, Ohio around 7 a.m. James is described as a white male, 6-foot tall, 150 lbs., with brown hair and blue eyes.
