While We Watched Oroville, San Jose Was Swamped. Why

... near Kelley Park, suddenly chest high in water. Why some folks didn’t know they were in danger until a knock on the door by a rescuer who had arrived in a boat. Homeless individuals were rescued from trees–stranded despite city, county and nonprofit workers’ attempts to find them over the past week and warn them that a creekbed was no place to be. Neighborhoods were warned of minor flooding, but nothing like what happened. By Wednesday morning, some 14,000 residents had been ordered to evacuate neighborhoods along the creek, and another 22,000 were advised to leave the area thought to be vulnerable to a 100-year flood. Suddenly, once in a century was here. “Clearly there’s been a failure,” Mayor Sam Liccardo said Tuesday. Oh yes, clearly. But it’s unclear whose failure. City officials say that based on hydrologists’ reports from the Santa Clara Valley Water District, the creek channel was still below its capacity when it flooded the Rock Springs area. “We are assessing what it is that happened that led to that failure,” Liccardo told reporters ...

Hit By Worst Floods In A Century, San Jose Got Little Warning Of Impending Disaster
Hit By Worst Floods In A Century, San Jose Got Little Warning Of Impending Disaster

... warning it could overflow. That happened over the weekend, sending massive amounts of water into the Coyote Creek, which runs through the heart of San Jose. By Tuesday, the creek was overflowing at numerous locations, inundating neighborhoods, flooding hundreds of homes and forcing the frantic evacuations of more than 14,000 residents, who remained out of their homes Wednesday. The worst flooding to hit Silicon Valley in a century left San Jose reeling and residents angry about why they were not given more warning that a disaster was imminent. Even city officials on Wednesday conceded they were caught off guard by the severity of the flooding and vowed a full investigation into what went wrong. “If the first time a resident is aware that they need to get out of a home is when they see a firefighter in a boat, then clearly there has been a failure,” said San Jose Mayor Sam Liccardo. “There is no question that we’ll need to do things differently next time.”. ...

Flood Evacuations Underway In San Jose
Flood Evacuations Underway In San Jose

... AM EST. CNN Video. (CNN) - Mandatory evacuations were underway Tuesday in parts of San Jose, California, due to an apparent breach of a creek, Mayor Sam Liccardo told reporters. There have been several water rescues already, including one by helicopter, the mayor said. About 500 apartments are in the mandatory evacuation area and almost 200 people have been relocated, Liccardo said. Some were rescued from their homes by boat. The mayor also expressed concern about a homeless encampment near Coyote Creek, where individuals were reluctant to leave. Other low-lying areas near Coyote Creek are subjects of a voluntary evacuation order, the mayor said. Coyote Creek hit a historic crest of 13.6 feet on Tuesday. The flood stage is anything above 10 feet. On Tuesday, residents scrambled to fortify their homes with sandbags, but it was too late for some people. The flooding had submerged some southern San Jose homes. Residents ...

... the night. Another 22,000 people were advised to leave. SAN JOSE, Calif. (AP) - A San Jose, California, spokesman says floodwaters there appeared to be stabilizing Wednesday after the city ordered 14,000 people to evacuate overnight. David Vossbrink says waters remain very high. A few hundred people have showed up at shelters after the city ordered the evacuations when floodwaters inundated homes and forced the shutdown of U. S. Highway 101. Sandy Moll tells the Mercury News ( __link__/2 mcm IFD ) that she had prepared for about a foot of water, but no more. The force of the water from the creek behind her house broke down her back door. Moll says she's angry at a lack of information given before evacuations were ordered. She says she is seething at the lack of warning. At least 14,000 ...

San Jose, California, Mayor Admits Failures In Flood Evacuation Order; 50,000 Urged To Evacuate From Flooding

... says 36,000 people in San Jose are in the recommended area for evacuations , while 14,000 are in a mandatory evacuation area. Wednesday officials said they did not anticipate this level of flooding because their stream flow model showed the channel could handle the water without spilling over. City spokesman David Vossbrink said that officials were relying on the water district's model to determine when the creek would rise and where. He added that the model turned out inaccurate for Coyote Creek when the water rose early Wednesday. Officials say the neighborhood was not among those expected to be hit first. The creek reached a 100-year high during the storm this week. Water managers in Santa Clara Valley say they're taking advantage of a break in the storms to draw down water from behind a dam that is full and causing a creek to overflow and flood parts of San Jose. Santa Clara Valley Water District representative Jim Fiedler said Wednesday that the Anderson Dam is full and releases over its spillway have flooded neighborhoods in San Jose. The district is required to keep ...

Not All San Jose Flood Victims Have Flood Insurance

... guy and say, hey is it too late, can I buy it now?”. And he’s not alone. “I don’t have flood insurance, but I do have insurance,” said another resident. Unfortunately, a traditional policy won’t cover flooding. The average residential flood claim is $43,000 and the average flood insurance premium around 700 a year. And while much of the affected area in San Jose is a designated high-risk flood zone, many of the 14,000 evacuated do not have a mortgage, so flood insurance would not be required. And renters are not covered under their landlords’ policies. Insurance Commissioner Dave Jones said, “The federal or state government is not going to replace your home.”. Which is why Jones urges anyone, anywhere near a waterway to get flood insurance, even if it’s not required. Jones said, “Though they may be outside of the map flood zone the water is going to go where the water is going to go.”. According to FEMA, 20 percent of all national flood insurance claims come from moderate to low risk areas. Homeowners policies don’t cover flood or earthquake damage. You can purchase flood insurance at ...
